Bruce Zagaris authors report on International Asset Forfeiture and Recovering Proceeds from Illegal Elephant Poaching

Bruce Zagaris has written a 119-page reporting, entitled “International Asset Forfeiture:Recovering Proceeds from Illegal Elephant Poaching.The report was done funded by and prepared for the Richardson Center for Global Engagement.This report examines the money laundering prosecution and international asset recovery policies, laws, regulations and practice of five countries with respect to elephant poaching and ivory trafficking. 

According to the report, money laundering prosecutions and international asset recovery will provide more incentives for the source countries to protect elephants and take enforcement action against the persons involved in elephant poaching and ivory trafficking. especially if the money recovered is directed to building the capacity of park rangers 

Much more education is required in the source countries to sensitize the general public about the link between ecotourism, which is increasingly an important economic sector, and preserving their elephant population as well as the rest of their ecosystems. 

Some pilot projects by national governments, international organizations, such as Interpol, UNODC, and African regional organizations, in combination with environmental NGOs, may serve to develop examples of means to prevent and prosecute elephant poaching and ivory trafficking. 

The report discusses multilateral entities and mechanisms that may facilitate adoption and implementation of forfeiture treaties to advance the elephant protection initiatives.
