Abstract: 
In U.S. v. Molina-Chacon, the U.S. District Court held that Fourth and Fifth Amendment requirements do not apply to foreign searches by foreign officials or to foreign arrests.  In deciding this case the court applied a two-prong test to determine whether any exception to the above rule applied to the facts of the case.
