Abstract: 
At the recent Tokyo summit the governments of the seven major industrial democracies and the representatives of the European Community agreed to take measures to fight terrorism within the framework of international law and their own jurisdictions in respect of any state which is clearly involved in sponsoring or supporting international terrorism.  Libya, in particular, was cited as a responsible state party.
