Abstract: 
On September 22, 1986, during a debate on the 1987 budget reconciliation measure, the Senate agreed by a voice vote to an amendment that would deny foreign tax credits and deferral of taxes on income of foreign subsidiaries to companies operating in countries supporting terrorism.
