Abstract: 
On October 2, 1986, the Senate Judiciary Committee approved the "Foreign Trade Antitrust Improvement Act of 1986" (S. 397) by a vote of 14-2.  It would require U.S. courts to consider challenges to subject matter jurisdiction early in the litigation when deciding whether to dismiss an action involving foreign trade because of jurisdictional issues.
