Abstract: 
In response to protests made by U.S. oil companies doing business in Libya, the Reagan Administration announced new regulations on February 7, 1986, granting some U.S. companies "exemption licenses" which would give the companies extra time to sell off their assets and extricate themselves from Libya.  In addition, the Admnistration announced that it would take no action against American citizens refusing to leave Libya if they are married to Libyan nationals.
