Abstract:
In a speech delivered on June 2, 1988, at the United Nations, A.N.R. Robinson, Prime Minister of Trinidad and Tobago, advocated that the United Nations commence the discussion of the criminal responsibility of individuals (including mercenary scientists) who act in breach of the relevant norms of international law, with reference to the provisions of the treaties banning the use of certain types of weapons.
