Abstract:
On January 30-31, 1991, the American Bar Association Standing Committee on Law and National
Security hosted a conference on the "Crisis in the Gulf: Enforcing the Rule of Law." Several issues on
international criminal law, especially the law of war and humanitarian law were discussed. Many of these issues
have not been discussed since the aftermath of World War II. The Soviet initiated negotiations over a possible
cease fire and an Iraqi withdrawal and the Allied response have accentuated the importance of these legal issues
that transcend the Gulf crisis and hence assume historic importance. This article only highlights selected issues
that pertain to international criminal law.
