Last month, the International Enforcement Law Reporter carried a story Polly Wants Protection Not a Cracker Contend Concerned Onlookers on pending legislation HR 5013, otherwise known as the Wild Bird Conservation Act. On August 11, 1992 the house passed HR 5013 and a similar version is pending in the Senate.
