Abstract: 
On December 4, 2003, Interpol issued a ?red notice? against former Liberian president, Charles Taylor, for his alleged participation in atrocities committed during Sierra Leone?s civil war, which lasted ten years and ended in 2001. The issuance of the ?red notice? means that, if Mr. Taylor should travel internationally, law enforcement authorities will be required to arrest him pursuant to the ?red notice.?
