Abstract:
Most European Union (EU) members will miss the December 31, 2003 deadline to adopt a common search and arrest warrant, which will facilitate extradition requests for all serious criminal offenses.
In October 1999, EU ministers for home and justice affairs meeting in Tampere, Finland agreed to adopt an EU-wide arrest warrant to replace different and lengthy extradition procedures that enable criminals to evade or delay extradition. In many cases extradition requests are denied after many years of legal proceedings because of divergences in legal systems between the requesting and requested states.
