In an unprecedented move the U.S. Congress has enacted as part of Sec. 814 of the Intelligence Authorization Act for Fiscal Year 1997 the right of the intelligence community, upon the request of a U.S. law enforcement agency, to collect information outside the U.S. about individuals who are not U.S. persons.
