Abstract:
As the Dominican Republic Government changes, international criminal cooperation with the United States has taken a turn for the worse. In April 2000, the U.S. Congress froze foreign aid over an extradition case while in May 2000, the U.S. executive branch decided to suspend police assistance due to allegations of serious human right abuses by Dominican law enforcement.
In April 2000, the U.S. Congress froze $6 million in aid to the Dominican Republic to exert pressure on Dominican officials to extradite a Dominican national accused of murdering his wife in Tarrytown, N.Y.
After the 1991 murder, Carlos Daniel Grullon fled to the Dominican Republic. Although he was arrested and detained for six months in New York, he received his freedom due to an error in his bail. Thereafter, he disappeared. The U.S. has requested his extradition…[more]
