Abstract: 
On December 17, 2003, speaking at an Inter-American Dialogue forum, Department of Homeland Security International Affairs Director Cresencio Arcos said the United States is exploring the possibility of Container Security Initiative (CSI) agreements with three ports in the Latin American countries of Panama, Brazil, and Argentina.
