Abstract: 
On August 29, 2014, the United States Court of Appeals for the District of Columbia Circuit upheld the dismissal by the U.S. District Court of a lawsuit by a Kenyan whistleblower to enforce his whistleblower claim against Kenya for monetary rewards in exchange for information about undisclosed taxes after being admitted to the U.S. as a refugee.  One of the appellate judges dissented.
