Abstract:
On February 11, 1991, the U.S. Treasury has issued regulations and forms to rue reports with respect
to claims incurred as a result of the Iraqi military actions. The regulations state that the purpose of the
regulations and forms are to begin planning and administrative phase. They do not necessarily signal the start
of an official claims process, partly because the U.S. Government is not sure that such claims are sanctioned under
international law. Nevertheless, the regulations provide that "Failure to fIle a complete report with respect
to claims in a timely fashion not only would constitute failure to comply with the regulations, but would also
prevent the inclusion of the information in the U.S. government planning and therefore be prejudicial to the
interests of the claimant and other U.S. claimants."
