Abstract:
On July 27, 2000, lawyers for Salah Idris, owner of the El-Shifa Pharmaceutical Industries Co. in Khartourm filed a complaint in the U.S. Claims Court, arguing that the U.S. Government improperly bombed his factory that he claims the U.S. improperly believed he was making chemical weapons.1 According to the complaint, the plant made antibiotics, veterinary and other drugs.
