Abstract: 
On November 23, 2010, Spanish authorities released Carlos Vielman, detained since October 13 in Madrid on a judicial request by the Guatemalan Public Prosecutor’s Office (GPPO), supported by the UN-sponsored International Commission Against Impunity in Guatemala (CICIG), when Guatemala failed to meet a deadline to file the proper supporting document in support of the extradition request.
