Abstract: 
Combatting terrorism has become a focal point of U.S. foreign policy and a concern of Americans both at home and abroad.  The number of terrorist-related incidents in recent weeks underscores the need for Congress to enact, as quickly as possible, legislation that would give authority to enhance embassy security as well as means to arrest and prosecute individuals involved in terrorist attacks.  Consequently, several hearings were held in the last weeks on legal mechanisms to combat terrorism.
