Abstract:
On February 5, 2013, the the Open Society Justice Initiative (OSJI), a New York-based human rights organization, released a report “Globalizing Torture”[2]. The report provides a detailed account of countries covertly helping the U.S. run secret prisons, also known as ‘black sites’, on their territory and allowing the CIA to use national airports for refueling while transporting prisoners. The release of the report coincides with two important rulings of the European Court of Human Rights: judgment in the El Masri case against Macedonia[3]and the decision in the Al Nashiri case against Poland.[4]
