On November 27, 2003, the Mexican Government arrested and surrendered to California authorities David A. Garcia, 19, who is wanted for the killing of California police officer Matthew Pavelka, 26. Pavelka was killed when two gunmen hit him and a second officer with a series of gunfire. Immediately, Garcia became the target of an intensive manhunt.
