Abstract:
On March 1, 1989, the Department of State released its International Narcotics Control Strategy Report (INSCR), which it prepared pursuant to Section 481 of the Foreign Assistance Act of 1961 as amended. This discussion of the Report is limited to aspects concerning international mechanisms, such as laws, agreements, informal cooperation, and training.
