Abstract: 
As efforts to combat transnational terrorism, including the terrorist incidents in New York and Washington of September 11, 2201, continue, a wealth of new cooperative joint investigations, arrests, and extradition requests and surrenders are occurring. On November 18, 2001, Judge Baltasar Garzon in Madrid ordered eight men detained be held without bail for their direct role in the preparation and development of the September 11, attacks on New York and Washington, finding they were part of the al Qaeda network headed by Osama bin Laden.
