Abstract: 
H.R. 3737, the Immigration Marriage Fraud Amendments of 1986, was enacted into law before the close of the 99th Session.  It provides that alien spouses, sons and daughters will be considered to have obtained permanent resident status in the U.S. only on a conditional basis.
