Abstract: 
On May 23, 1989, speaking at a program of the “Foreign Investment in the United States” seminar in New York City, Anne Fisher, Office of International Tax Counsel, U.S. Department of the Treasury, stated that the United States is planning to sign the Council of Europe/OECD Convention on Mutual Administrative Assistance in Tax Matters in two weeks.  Already Sweden and Norway have signed it.
