On November 12, 1985 the House Foreign Affairs Committee held a hearing on the recent developments in narcotics control efforts in Latin America.  The two witnesses, Jon R. Thomas from the State Department and David L. Westrate from the Department of Justice, spoke primarily about Colombia which is the leader in South-American narcotics control activities and has been successful in its efforts.  They stated that the Colombian National Police sprayed thousands of acres with herbicide in order to eradicate the cannabis crop (marijuana), and conducted periodic aerial patrols to discourage new planting.
