At its 63rd meeting, during November 13-15, 2012, the Council of Europe’s Committee of Experts on the Operation of European Conventions in the Penal Field (PC-OC) decided to adopt a document “Note on the relationship between extradition and deportation/expulsion (disguised extradition)”.[2]
