"On August 20, 2008, Baldwin Spencer, Prime Minister of Antigua and Barbuda, who is also the chairman of the Caribbean Community (CARICOM), reiterated his concern about the U.S. practice of deporting criminal aliens and the severe adverse impact the practice is having on CARICOM members.. Spencer discussed the escalation of violent crime in the Caribbean, especially Jamaica, Trinidad and Tobago, Guyana, St. Lucia, and Antigua and Barbuda, on the Crusader program in Antigua called “Face to Face.” Spencer said he hopes to discuss the existing policy with the next president of the United States as part of his mission to reach a mutually beneficial agreement....[more]"
