On October 2, 2007, the International Court of Justice (ICJ) scheduled hearings for January 21, 2008 in the case concerning Certain Questions of Mutual Assistance in Criminal Matters (Djibouti v. France). Djibouti brought an Application against France in January 2007, referring to “the refusal by the French government and judicial authorities to execute an international letter rogatory regarding the transmission to the judicial authorities in Djibouti of the record relating to the investigation in the Case against X for the murder of Bernard Borrel.” Djibouti has argued in its Application that the refusal is a violation of France’s international obligations under the Treaty of Friendship and Co-operation signed by France and Djibouti on September 27, 1986...[more]
